Speaker Information

Speaker : Dr Joseph F Borg

DR. JOSEPH F. BORG is an advocate, currently a Senior Advisor to WH Partners, practising mainly in the areas of Gaming, Blockchain, Esports, Corporate, IT, Telecoms and Intellectual Property Law. He also lectures Gaming Law at the University of Malta. Joe occupied the role of Secretary General of the Malta IT Law Association (MITLA) for over 3 years and is currently the Vice-President and Co-Founder of Bitmalta, which is a non-profit organisation with a mission to promoting and stimulating discussion about blockchain technology and cryptocurrencies in Malta. Before joining WH Partners he occupied the post of Chief Regulatory Officer of the Lotteries and Gaming Authority - Malta. Joe was also an elected Member on the Board of Trustees of the International Association of Gaming Regulators (IAGR), a position which he held throughout 2012. He had originally joined the Authority in March 2007 as Director Legal and Enforcement and has occupied this position for almost 4 years. Before joining the Authority, Joseph, acted as a Legal Counsel to Vodafone Malta Limited for three years.

Joseph was conferred with an LL.M. in Information Technology and Telecommunications Law at the University of Strathclyde (Glasgow), with Distinction. Earlier, he was awarded the LL.D. from the University of Malta, after writing and successfully defending a thesis entitled, 'Protection of Trademarks Against Domain Names'. In November 2000, Joseph graduated with a Bachelor of Arts (BA) in Legal and Humanistic Studies. Joseph went on an Erasmus Exchange in 2002 at the Facolta di Giurisprudenza of the Universita' degli Studi di Bologna. In 2009 he completed a Regulator Development Program organized by the International Gaming Institute at the University of Nevada in Las Vegas (UNLV). In 2012 he was awarded a certificate in Casino Management by the UNLV.

DR RAMONA AZZOPARDI graduated Doctor of Laws LL.D. in 2007 and Master of Arts in Financial Services in 2009.  Dr Azzopardi was awarded a Diploma in Taxation from the Malta Institute of Taxation in 2008.  Admitted to the bar in 2008, she joined Fenech and Fenech Advocates as an associate within the Tax Department.  Her main area of practice is tax and other related matters including corporate tax, indirect tax, personal tax and international tax planning.  Since 2007 she has been advising high profile international clients.  Dr Ramona Azzopardi is a member of the Chamber of Advocates, the Institute of Financial Services Practitioners and the Malta Institute of Taxation.  In 2014 Dr Azzopardi joined WH Partners where she head the tax practice.

EDWINA LICARI is the Chief Officer Legal, Policy, EU and International Affairs of the MGA. Edwina is responsible for legal affairs, international relations, bilateral relationships with other gaming regulators and relevant entities worldwide relating to the Gaming Industry, together with the relevant EU institutions. Edwina also chairs the Supervisory Council of the MGA which is entrusted to supervise and review the regulatory objectives of the MGA underpinning the regulatory framework in force. Edwina holds a Doctorate in Law from the University of Malta and a Masters in Information Technology and Communications Law from the University of Strathclyde, Glasgow.  Having joined the Legal Department of the MGA in 2008, her practice and experience covers the whole spectrum of gaming and betting-related activities (both online and land-based), together with International and European gaming-related regulatory and legal affairs. Throughout her career, Edwina has gained working experience in private practice and various directorships in other Government entities. Edwina is a member of the Chamber of Advocates (Malta), as well as of a number of gaming related associations namely, the Gaming Regulators European Forum (GREF), the International Association of Gaming Regulators (IAGR), the International Masters of Gaming Law (IMGL) and the International Association of Gaming Advisors (IAGA). She is also a regular speaker at international conferences related to gaming and regulatory issues.

Speaker : Heathcliff Farrugia



HEATHCLIFF FARRUGIA is the Chief Officer – Regulatory at the MGA. He is specialised in business management and operational excellence, and holds a Masters Degree in Business Administration from the University of Leicester. Prior to joining the MGA, Mr Farrugia spent the largest part of his career in the telecoms industry, specifically with Vodafone Malta, where, after some initial years in the Marketing division he moved to the Commercial department where he occupied various managerial positions. Over a period of five years, he held the posts of Indirect Channels Manager, Call Centre Operations Manager, Customer Operations Manager, and Consumer Sales Manager respectively. Mr Farrugia was also appointed Customer Value Management (CVM) Manager for Vodafone Italy in Milan where he was responsible for the overall planning and strategy of the area.

DR DOMINIC MICALLEF is the Chief Officer – Enforcement at the MGA, responsible for both remote and land-based gaming operations. Prior to joining the MGA, Dr Micallef served in the Malta Police Force for 25 years where he worked in several areas such as the anti-riot squad, as a Police Inspector in the Criminal Investigation Department and finally as a Superintendent and head of the police force’s legal department. Dr Micallef holds a BA in Criminology, Doctor of Laws and a Magister Juris in EU and Comparative Law from the University of Malta. At the MGA his main responsibilities include field operations, the overseeing of the due diligence process and Anti-Money Laundering policies and procedures.

Speaker : Karl Brincat Peplow

KARL BRINCAT PEPLOW currently holds the position  of Head of Authorisations at the Malta Gaming Authority (MGA). He possesses an honours degree in Information System Management from the University of London. Mr Brincat Peplow is also a Certified Information System Auditor (CISA) and a Certified Information Security Manager (CISM). Both certifications were issued by Information Systems Audit and Control Association (ISACA) where he was a member of the Board for three years. Prior to joining the MGA Mr Brincat Peplow held various roles within the telecommunications industry, specifically within the IT Security and Design sphere.

Mr Brincat Peplow is responsible for the management and processing of licences. He is also one of the members within the Supervisory Council and the Fit & Proper Committee of the MGA.
